Parking in South Central

So, I was with one of my reps last week and we were making sales call in south central LA. To be specific, we were in the lovely city of Lynwood.

We were trying to find a customer in our database and the address that came up was the address for a church. We decided to drive around to the side of the church and lo and behold, it was in fact the address for a church and not a construction company.

As we pulled over to see where were going next, I peered outside the window and the picture you see caught my eye.

The fact that I saw a grocery cart locked up to a street sign was not as funny as the fact that it was done outside of the church. If you're a cop, then how do you give this person a ticket, or could you put a 'boot' on it?
